Contract Negotiations and Salaries for OUS Campuses

EOU

Negotiations are still under way. In the past EOU and WOU settled for similar contracts so the current contract may well be extended. EOU faculty are represented by AFT.

 

OIT  

The faculty were told not to report to work until September 21st.  They are expecting a 4.6% salary reduction in furlough days (days around Convocation, Christmas break and Spring break). OSU

There is no news on salaries but substantial budget-cutting measures have been proposed.  The College of Education is moving to the Cascades Campus-Bend. There will be elimination or programs and degrees that are not self-sustaining.  Some of the colleges and departments will be merged.

 

PSU

PSU-AAUP, the union for full-time faculty and academic professionals at PSU, has reached a tentative agreement with the administration. Negotiators agreed to salary reductions ranging from 1.15 percent to 4.38 percent, amounting to three to 12 unpaid leave days a year, depending on current salaries, after a 16-hour bargaining session that ended early Saturday morning, September 19th. The language about salary cuts is contained in a Letter of Agreement that expires at the end of the 2009-2011 Collective Bargaining Agreement.

PSU is proposing a 4.23% pay cut for adjuncts. AFT at PSU (the union representing the adjuncts) says these cuts are unacceptable.

SOU

The Association of Professors at SOU reached a tentative agreement with OUS on September 16, 2009.

Highlights:

  • 11 furlough days each year (Thanksgiving week all off, winter and spring terms one week shorter) [amounts to a 5.6% cut of applicable base]

  • Furlough language put in a Memo Of Understanding which specifically states furloughs may NOT be applied in next biennium (even if successor agreement still being negotiated),

  • Floor schedule inflated 1.55% once at beginning of contract

  • Floor increases and promotion increases active during contract (but 0% COLA throughout)

  • Fully funded health benefits

  • Faculty keep $1250 per year in personal professional development monies

 

UO

There are no plans for salary reductions or furloughs for faculty or officers of administration.

 

WOU

The collective bargaining agreement has been extended until the end of September. The contract may well be extended until January when both sides will have a better sense of the budget. WOU faculty are represented by AFT.

 

OUS Classified Staff

OUS is proposing a contract for classified staff that requires more sacrifice than other state classified workers were asked to make. Members of SEIU Local 503 Contract Action Teams and other union leaders began circulating strike pledge cards this week and they are being signed and returned by the hundreds.  Click on SEIU Mailing dated August 31, 2009 in the Additional Resources section below to download a copy of a recent mailing by SEIU to all UO faculty members.

Update on 9-5-09: Negotiators for more than 4,000 classified workers on seven campuses in the Oregon University System -- represented by SEIU Local 503 -- have reached a tentative agreement with university officials for a new two-year contract. Read more here,
