Proposed Amendments to the Constitution and Bylaws
- Constitution 2025-01
Submitting local: 8035-R AFT-Oregon Retirees
Summary: Creates procedures for challenging and objecting to officer elections and recall elections. Also adds a requirement for recall elections that “Recall shall require a return of not less than fifty percent (50%) of the membership who were mailed ballots.”
(Summary prepared by AFT-Oregon staff) - Constitution 2025-02
Submitting local: 8035-R AFT-Oregon Retirees
Summary: Adds a requirement for referenda that “Adoption of the question(s) in the referendum shall require a return of not less than fifty percent (50%) of the membership who were mailed ballots.” Also mandates that “Challenges and objections to the referendum will be submitted and conducted in the same manner as in Election of Officers…” specified in Constitution 2025-01. Therefore, this amendment requires that Constitution 2025-01 also be approved.
(Summary prepared by AFT-Oregon staff) - Bylaws 2025-03
Submitting local: 8035-R AFT-Oregon Retirees
Summary: Adds a requirement that the elections committee at the convention “...shall not include a candidate for office in the current election;”
(Summary prepared by AFT-Oregon staff) - Constitution 2025-04 - Re-adding Acclamation and a Second Election as Needed to Fill Vacancies
Submitting local: 8035 AFT-Oregon Executive Council
Summary: This proposed amendment is to add procedures for acclamation and a second election to fill vacancies during the convention. As far as we can tell, both of these mechanisms were unintentionally removed in an amendment merge in 2019 due to a copyediting error, see Background. This amendment also updates the ranked-choice voting procedure for multi-seat elections, bringing it into compliance with standard practice for ranked-choice voting and simplifying the language, and clarifies the language for single-seat elections.
Acclamation is when a candidate runs unopposed for a given seat, so rather than putting their name on the ballot, the convention simply votes to elect all such candidates. The second election would fill any vacancies remaining after the first in a second election during Convention, to ensure compliance with the LMRDA.
